2. Is it OK to print out ...

I've read the copyright notice in the Song Archive.
I'd like to print out a song to learn it - is it OK to do that?

Absolutely. So long as you are not reprinting it for distribution elsewhere or reproducing it on another website then I would regard that as coming under the category of "Fair Use", i.e., research or education.

Of course, if it is a song which was written by someone else and I am not the copyright owner, I cannot give any permissions of any kind but I think it would be extremely unlikely that any songwriter would object to someone printing out the lyric of one of their songs in order to learn it any more than if I were reading you the words over the telephone and you wrote them down as I did so.
